The number of complete teams finishing the regional races matters in 2A. While 3A, 4A, and 5A have a set number of teams advancing to state, 2A regions are not as easily balanced by geography and thus still use the 40% formula.
At this point, I'm projecting eight complete teams on the boys side, but only five or six complete teams on the girls side. If those projections hold (this is an inexact science), then three boys teams and two girls teams would advance to state. There is some possibility, however, that a set of individual qualifiers could back-door their team into the state meet of out this region. In fact, that scenario seems more than likely on the girls side.
